[patches] Proposal for hosting standalone libdfp library

Greeting EGLIBC folks,

As many of your are aware there are political and technical issues which
are preventing the hosting of libdfp in GLIBC proper. EGLIBC has
graciously allowed development to progress in an eglibc 'libc' branch as
a GLIBC add-on.

In order for Linux distributions to accept libdfp into their package
offerings we've been 'encouraged' to move libdfp away from being a GLIBC
add-on an toward a stand-alone library. This is due to philosophical
opposition of a few people to libdfp originating from within the GNU
libc regardless of whether it is hosted in GLIBC proper or not.

I have the machinery for a standalone libdfp almost completed. I'm
emailing to query the interest of the EGLIBC community in hosting the
standalone libdfp. What're your thoughts on this?
