[patches] New locales here?

Hi,

does eglibc include new locales not yet included into glibc?

Sorani Kurdish (ckb) is an official language of Iraq. Therefore this locale is important. 

There is an open bug report at sourceware for this (http://sourceware.org/bugzilla/show_bug.cgi?id=9809), but we feel

eglibc may offer a better chance to get this included in time.

The author and maintainer of this locale is Aras Noori.

Please inform us about the necessary steps.
