Target zlib should only be enabled when building Java; it should not be
enabled for a C-only initial compiler.
There may be issues if your source tree doesn't contain the gcc/java
directory, since the information about what to disable when what languages
are disabled comes from the language subdirectories. In general I
recommmend using a full GCC source tree, not one with any language
directories removed.
