The most user-friendly way to get EGLIBC is to download a prebuilt package from one of the Linux distributions that use EGLIBC. Debian (which uses EGLIBC for the C library) is, probably, the best source for MIPS.
Build EGLIBC by yourself is a difficult task. For the brave there are instructions in http://www.eglibc.org/cgi-bin/viewvc.cgi/trunk/libc/EGLIBC.cross-building?revision=2037&view=markup
