Unless an issue relates to one of the residual areas of difference between
glibc and EGLIBC <http://www.eglibc.org/archives/patches/msg01261.html>,
it should be raised for glibc and any fix go into EGLIBC via a merge from
glibc. We want the differences to go down monotonically rather than
adding any more divergence.
In the present case, I think use of -ffreestanding by anything that must
avoid system header inclusion completely (in particular, anything for
which stdc-predef.h is problematic) is the right approach.
