[patches] 2.11 branch set up

I've set up EGLIBC 2.11 branch, set up imports from FSF 2.11 branch and 
done a merge from FSF to EGLIBC trunk to bring in the 2.11.90 version 
number.

Note that FSF ports has not yet branched for 2.11 and there may well be 
changes including new symbols going in ports for some targets, at least 
hppa and maybe m68k, before it branches; do not assume at this point that 
only checked-in symbols are in the 2.11 ABI for those targets (which will 
not presently build because of other missing changes).
