It's DTR 24731-2 ("Extensions to the C Library, Part II: Dynamic
Allocation Functions") that has these functions (including wide character
versions that aren't in glibc at all) - whether this draft TR ends up
integrated in C1x remains to be seen, but the TR is still a WG14 project
(with N1337 as the current draft).
